They did.. for like two weeks, then they updated their shit and starting modding again. Luckily, I haven't seen any of those annoying fucking modded shields yet. All the ones i've seen so far were decent and not that OP. (Using actual gun parts, not shooting out 90 rockets a second to lag the game out)

But yeah, all your old shit is most likely gone.

I've got some stuff I can dupe. Legit Hellfire (48 only, though), Serpens and a few other Pearls & Ironclad shield. Modded: 280+ Hellfire w/ 88 rounds, Anarchy Hellfire/Typhoon/Serpens (x4 bullets ontop of the x4 element)
