I've done all story missions on 2 but monsters still lower levels

did you beat warrior?
exit and reload the game

and are you level 50?

Yes I have multiple chars lvl 50
I ran through play through 1 and 2
On this char so I could leave tiny tina open but for some reason I can't get it to go to .5

I even killed Terra on 1 and 2

well not all monsters go to level 50
its like 48-52

i remember when i jumped to 2.5 rakks were still level 48
