i dont think you can even transfer characters from account to account even on retail.
unless it's something you'd have to put in a ticket to do or something.

idk what ur og question is, but transferring characters from account to account is possible if both accounts have the same real name and information.

this is correct.
I have done it myself although back in WOTLK days. I believe I had to provide my drivers license or photo ID as well.

/e afaik that policy has not changed.
