The first response answered this. There are no paid character transfers. Selected high population realms have free character migration to selected low population realms. Check the forums for more info.

Rattlegore had migration to anthema, it was open from sept 11 to 16. you could have accessed this at anytime by navigating to paid services or anytime a que wait time was present the option would have been given.

Yah full servers have a free transfer to new servers but only their sister aka the 1 u listed

there's a handful of new servers and people from high pop can transfer to any of the 4
