I have limited exposure to Wow and would consider myself a new player however I have played a bit here and there, maybe a month total. My friend has never played before. Does it makes sense for us to do RAF just to do it? Well still be leveling with quests and what not, we have no intention of skipping content or paying to level to 100, etc

If he doesn’t have an account yet there is no reason not to. The bonus xp is helpful, assuming neither of you have heirloom gear. The summons and granting levels are also solid.

The bonus XP is no longer really much help, it used to be 300% but now it's super nerfed afaik.

Blizzard has made changes to the Recruit a Friend program in Patch 7.3.5. The XP boost gained from the Recruit-A-Friend program when playing with a linked friend is down from 200% (300% XP vs. base XP) to 50% (150% XP vs. base XP). In addition, the XP bonuses provided by heirlooms do not stack with the RAF bonuses.

Yes if they haven't started yet

50% bonus xp
Grant levels
when they purchase Two months of game time =One month of free game time for you
A third month of game time=An epic mount or pet of the recruiter's choice ( good way to get a 2 seater flyer unless you can afford the sandstone drake)
Friend Summoning

it might not be as great as it once was but no point in not gaining the bonuses if they are going to be starting fresh

This guy gets it! haha

Might as well do the RAF, can't hurt anything.

I played wow from sometime in 2007, tell a lil after 2012, then took a "break"... aka I just came back after not playing in almost 6 years.
for me personally, I enjoyed PLAYING the game through back then, and I did the same this time around. When you are new, it helps you to actually LEARN the game. Suire, its easy to get on a top level char, read some tips online, and just go out and raceroll whatver your classes rotation is and do pretty fuckin decent.

Playing along side a friend makes it all the more fun. Plus now days leveling is so ridiculously fast. Back when I first started, I played wow every chance I got, and it seemed like it took FOREVER to hit 60. But I had a blast doing it.
