Can anyone explain to me how these work?

I see people trying to trade them on here but I'm at a loss. Would I need to have an active subscription or can they gift me a WoW token via battle net?

Would I actually be getting a WoW token or would they just give me enough gold to purchase one? If anyone can shed some light for me that would be great.
