So i have a Hunter Night Elf I'm pretty good with that's 110/921.

But I started a paladin and i'm level 16. How do I tank without being a leader? I didn't check the leader box and it still made me leader.

I'm not so good with leading dungeons i usually just go in and kill shit

Leader doesnt really make any difference tbh, it just lets you reque asap when youre done with ur current dungeon
80% of players already know the layout of all lower dungeons you can always ask them to help you
Most of them are pretty easy just follow the path on the map ( or quest markers )

If nobody checks the leader box, it's given to a random member of the group. It's also quite common in low level dungeons that people give leader to the tank, if the tank isn't already.
The vast majority of low level dungeon bosses can be tanked by turning the boss away from the group (if you want to be safe, but it's not required).

Don't worry too much about it, at this point most players have enough heirlooms equipped to tank in DPS spec, and the healers can top you off in one cast.

I have a lot of issues right now getting heirlooms. i have no friggin idea what to get

You can buy helm, shoulder, back, chest, legs, weapon/shield, neck, and trinkets from the vendor. Rings have special requirements (Garrison Naval Missions & Fishing Tournament Prize).
If you're short on gold, grab the pieces which give +10% experience and arguably weapon first.

For a paladin tank, something like the below. A healthy mix of crit/haste, which scales wonderfully in the low levels.

Also undercity for horde. There are guild ones as well in Org and I believe Stormwind.

If you enter the link of the heirlooms you wish to purchase, using the ones I posted earlier, you can see "Sold By" under "Related".
The majority of those you're missing are sold by the guild vendor, which is located in the race capital cities. You can ask a city guard for a map marker, or check the map marker noted on Wowhead.

However, you should also be able to buy the chest piece and shield from the heirloom vendor (Undercity/Ironforge).
When browsing for heirlooms at the vendor, make sure you don't have the wrong "Filter" set up, to sort the heirlooms.

Most of it is irrelevant until you get to 100+.
Being a 'leader' just means you are given party control options - the ability to set raid markers, world markers, ready checks, and pull timers.

It's not something you should worry about.
