I'm playing a Brewmaster monk and I cannot figure out how to use Blackout Kick on him; it shows the skill for a Windwalker or Mistweaver but I hear of Brewmasters using it. How?

Also, I am trying to enable Enhanced tooltips but the Help option in the Interface menu is not there and the console command does not work for me

You have the chi explosion talent - that will remove blackout kick from your spellbook. If you take serenity instead, your chi explosion will be replaced with blackout kick again.
Also to return tooltip you can simpy /reload ui , some people also said it comes back once you ping or hover something on minimap ( haven't tried myself )

Not seeing Chi explosion in my talents. I only have the first talent unlocked btw, I'm only level 22.

Nevermind, I'm dumb. I looked at patch notes and Blackout Strike replaced Blackout Kick on Brewmaster

Still not sure how to get advanced tooltips though

Hmph that was what i googled basically, guess it was changed
looking at icy veins now it seems brewmaster only use blackout strike now

/console UberTooltips 1 --- to turn them on
/console UberTooltips 0 --- to turn them off

Did you try this btw ? just tried and works for me ingame

I tried this but it doesn't do anything. Not sure why :/

Seems the check option was removed in legion, but people suggest using an addon called AdvancedInterfaceOptions to return those options
