If my friend just has make his account and its starter edition we will get any benefit ?

Taken from the FAQ

To recruit a friend, they must not already have a World of Warcraft account or their account must be fewer than 30 days old. Starter Edition accounts are eligible for this service.

So question 1, yes Starter Edition is eligible for RAF.

Also, yes you can do 2 at once, however I believe the exp is capped at triple regardless of how many recruits you have.
