Not sure about what canadian site to use ^^
but you can check out this build (found on this topic: http://forums.d2jsp.org/topic.php?t=75370411&f=189 ):
https://pcpartpicker.com/list/ssc4Z8
(Just remove the wifi adapter :P)

with that card you should be getting 80+ fps in wow (on ultra)
(accordingly to this: https://www.hardwareunboxed.com/world-of-warcraft-legion-gpu-benchmark-current-previous-generation-gpu-test/ )

also, not 100% sure how the price is in Canada compared to that site ^^

Dude I was using a CPU and mobo from a 300$ Walmart desktop
And a shit r7 and I consistently had over 40fps always
On med settings
WoW is not a graphic intensive game except raids
I just ordered a msi pro carbon mobo
And a 8350 CPU and it'll push WoW on ultra at over 40 allllll day

Honestly let them know your budget and they will build you a kick ass computer in that price range, some pretty smart cookies in there.

Could probably spend about $400 and play everything on med-high at 60 FPS for a ballpark bare budget build.

edit: lots of guys in that sub also keep track of parts semi daily so they could even potentially point you to good sales going on for specific parts.

I would look for used i5 computer and buy a gtx 1060, some super cheap sandybridge i5-2500k's out there.
