Not sure why but I cant see heirloom helms from the horde undercity vendor. When I go on my alliance char in SW I can see helms.

Try changing the filter. It may just be showing looms ou have selected I.E. class plate cloth mail etc

tried this still only showing the same 6 pages

You need guild reputation to see certain items and the guild needs to have them unlocked.
