I think it's currently a bug that will be hotfixed soon. No one wants to see a level 19 twink with 300% crit start 1 shotting everyone and everything.

the guy said he didnt want to go into pvp with it because he was sure he would get instabanned.

Kinda funny seeing as they JUST hotfixed this...

Blue Post:
The Archaeology World Quest heirloom reward Spear of Rethu should now be item level 700, as intended (was item level 605)
