Whenever I finish the 4 quests, there is never an icon that pops up as to where to hand in the quests. Any idea as to how to fix this?

the hand in turns into a regular quest so click on that quest to set it as the one to follow?

how do you decipher between that one and all the others?

because it appears in your quest list and tells you to visit the emissary, world quests do not appear in your quest list
