I'm 108 now.
I have been using my artifact upgrades whenever new traits become available.

I have collected easily 10-15 artifact relics, my first few i put into the weapon and didn't really see the perk. So what i am having trouble figuring out is which ones to pick (quest rewards) and what is the whole point of them

There are several forum that will explain how to max your artifact for your specc
Just Google it and try your luck
