How come Rampage procs (starts glowing) what exactly is happening when its glowing, im trying to see my UI but its not telling me anything :(

Just in general, when things glow they are fully charged and should be used. Sometimes im sure there are some skills that glow that shouldn't be used instantly but as DPS if it glows hit it next CD.

I read it there's nothing there as to the reason it glows; k thanks I'll take it as being "charged"
