I have an inactive account which previously had WoW time. Would i be able to buy a token or gold from d2jsp and have it traded to me on a sub-level 20?

no, just put in a ticket and ask for free game time to see how the game is now.... think you get like 5-7 days free

This it is 7 days free. Then you put the token on if you are wanting to come back
