I have tokens on one account am i able to use some on an account that is linked to my battle net or do i need to farm some

i believe you can use it only on account you has it on, so no linked doesnt work

Yes works on any account that's linked.
I do that with my two accounts.

But it can only reactivate a account it will not add time to that account.
The token must be on an active account to add time to it.

Lets see.

If you have a account with an expired game time, buy a token on your primary account then log into the expired account it will ask you if you want to use the token on the other account.
If you want to increase game time on a currently active account the token must be bought off the AH on the account you want game time on.

Long way but hopefully this answers the question well.
