which buildings would you say are required to make the most gold in your garrison?

I can think of 3 that I think would be the most helpful
barracks
inn
salvage yard

are there any other ones I should level up?

You dont wanna bother with maximizing,..
The exponential from 0 to X amount of gold that you can make on the garrison isnt a solid increasing.
There is a sweet spot in terms of effort and gold made, and thats where you wanna be.

well I would think the 5 extra followers and all the extra armor upgrades would be worth it at least to start..
starting from scratch on 2 toons. basically leveled up via treasures and bonus objectives.. the one has like 4 followers atm. so need the inn to get more.. well without putting much effort into it :P

also that is just a 1 time investment so I would think in the end I would come out ahead

Oh sure you will come out ahead, but initially you will spend a fuck ton of gold to get all your characters setup right and it will take you a couple months to get all the treasure hunter followers as well as followers leveld and upgraded.
But after that its very easy gold and well worth it.

Gotta spend some to make it big. yes it'll cost a chunk but will pay for itself

salvage yard, shipyard level 3 and 25 max followers are all ya need. can easilly make a few k a day with that in ~2 minutes.
