I just got my town hall to level 3.

I was wondering if there is a best order to follow for max gains.

I was thinking either barrack on inn first . Any good suggestions here?

Depends what you wanna get etc.

I usually get the salvage yard, and get it to level 3 asap for the crates (gives so much gold in the long run imo)
You could also do inn to recruit a follower, treasure hunter for instance.

I wouldnt upgrade the barrack atleast, not untill later where you have more than enough ressources, but again, that depends.
