can u buy a wow token for igg or fg on a inactive account and use it or is there restrictions?

If the account is locked you can log in, at the character list
And then you can choose to pay igg to unlock it

Must have the gold needed for the token on one character(not spread out over 5)

this is incorrect it can be spread over different characters. I just had enough gold on my alt account to pay for another month and no toon had more than 5k on them

I think the restriction is faction. Must have the 30k on either horde or alliance but no combining the two.
