Affliction spec is seen more often in the top 50 in rated battlegrounds: http://us.battle.net/wow/en/pvp/leaderboards/rbg
Afflicion is superior in PvE in the 80th percentile in heroic HFC: https://www.warcraftlogs.com/statistics/8#difficulty=4&dataset=80

E* Destro is useful in PvE. There are a lot of fights that have add priority in HFC.
