To answer your question in your private server suggestion topic and here, we do not allow private servers because:

• they are illegal according to the ToU of Blizzard by stealing their copyright and taking potential profits through illegal ways.
  
• they may contain outside links and/or downloads that may be potentially harmful.
  
• they replicate gameplay in an unauthorized manner, therefore anyone using them is an accessory to piracy which is a serious violation here.
