pretty much this, they are abhorrent in WoD at the moment. I mained one in wrath/cata and it was the funnest times i had. high sustained damage and self healing, a bit squishy in arena but that's the cost of having a 5 sec ranged interrupt purges and totems for days.
MoP ruined them, lost all the utility including wind shear just for shitloads of burst on a 3 min cd. The MASSIVE nerf to Spirit Walk [RIP 4-second hand of freedom effect, fuck windwalk totem] and losing the 3 sec reliable stun in favor of a shitty totem that either requires you to DR your freeze and put your hex on CD to land it reliably or for the enemy to be a retard. WoD killed their burst but didn't give back any of their utility so it was a huge net loss. RIP Stoneclaw. RIP Earthen Power. RIP enhancement in general in WoD.
I still remember when they made totems undroppable while silenced to try to nerf resto, a blizz employee said "who silences enhancement shamans anyway?" when it was brought up that it neutered an already suffering and pigeonholed spec. they don't play their own game. may as well make rogues unable to blind, cloak, or shadowstep, or warriors unable to charge when silenced because who silences those classes anyway? they can't see the problem with a melee class getting shut down by a silence, that's when i gave up on the game.
From wrath to cata they didn't change much. basically just the wolves went from healing you for 1.5x your max health in their duration to barely 30% of your total health, so they weren't free god-mode anymore, but aside from that they handled much the same. ghost wolf buffs were worth feral spirit being suckier, at least they still had their abilities; i dont understand how or why the spec was massively overhauled into something worse both in MoP and WoD....
Echo of the Elements is the most cancerous unfun mechanic I've ever seen implemented, And it's the only viable talent for them... the whole feel of the class was practically defined by not having enough offensive abilities to just keep
mindlessly beating away at your enemies EVERY GCD like a warrior, but that you had time for maelstrom heals, totem toggling, purges, etc. etc. since you had quite a bit of time both in cata and wotlk where you had nothing to do but auto attack otherwise. now it's just another mindless melee...
Also, no more insta hex.
What the Fuck blizzard? the WEAKEST CC IN THE GAME [enemies can still just run around and LoS you and reposition] can't be instant for a MELEE CLASS? meanwhile every other melee gets better cc's on demand instantly. Hell even Rets and they arent even technically melee anymore, they deal full damage from mid-range.
Name one single melee class that can't Crowd Control an enemy player instantly besides Enhancement Shaman. Now, what the fuck do they have to make up for it? Nothing.
