I haven't played since 2012. What is the main city that everyone hangs out in now?

It's kind of spread out... main is probably Ashran.

A lot of people are just in their garrison.

How do you reactivate your account with gold when its a "starter" account with no gametime on it?

you should be able to on the character select screen when it says something like "reactivate now" or something on the left corner, where it either prompts you to pay the gold required for current game time ( ~ 21k ) or directs you to buy it for $15 a month

Only says i can pay for 15$ but that might mean there's noone for sale right now then?
