My cap is at 1600 currently.If I don't play earn any CP this week, will the total cap increase to 3200 next week by or remain at 1600?

it depends on how much your season earned currently is.

Ive earned 12636 CP so far this season. I have 1636 saved and I have not played any game this week. If my cap 1792 and I choose not to play any arenas this week, will it remain the same at 1792 or the cap increase by another 1592 (minus Ashran) for a new total by next week?

should be about 1764 + 1000 for the week you miss.
