I only have the first WoW. No Expansions so I'm finally thinking about starting to play WoW. I have never really got hardcore into only played for a month. Is the Deluxe Edition worth the extra 20 bucks? It really just seems like you're paying for the Mount..

That's all a personal opinion. If you want the mount then yes. If not then no. Myself and most the people I play with paid for it. But that's us.

Well I'd be pretty new to the game no money no items really no nothing.. So from what I know a mount is almost a necessity? So.. if I need at least 1 mount because I have none.. would you recommend it then?

no there are 1000s of mounts, most of which you get for free while playing

I believe you can upgrade to the Digital Deluxe edition for the price difference of the Retail version if you choose later that it is something you want.

i believe you get a free mount from the 90 boost anyways so unless you care what it looks like no real need to get deluxe edition

Pretty much agree with this. And like the other guy said. You can upgrade to it later if you want to. Get a feel for the game. Check out the available mounts. If you find mount collecting your "thing" you may decide to say screw it and upgrade to deluxe for the mount.
