i have the salvage achieve, lvl 2 garrison, lady wont sell me lvl 3 blueprint

You need level 3 garrison for level 3 buildings.

you need to get the achievement of the salvage yard. 100 of those pouch and box has to be opened across your account.

Upgrading to level 3 is actually less beneficial iirc
