Probably going to seem like a pretty dumb question to most, but just returning after a few expansions so figured I'd ask.

Can you still only enter a norm+ raid once per week with personal loot? Say can you kill Kargath, then continue on to other bosses with new group just not getting loot from Kargath?

you can kill kargath on personal with one group,
then join a different group and proceed to kill kargath again and butcher, both on personal loot.
but you will only get loot from kargath the first time you kill him and but you'll be able to get loot from butcher still

You can also use bonus rolls on a boss you have already obtained loot from. Let's say you kill karg, get loot, and use a bonus roll. You can now join another group and kill him again, you won't get loot from the kill but you can use a bonus roll again and potentially get some thing.

I can bonus roll twice on a boss on two different kills during the same week !?!?

You can use all 10 on one boss if you want. Yes in the same week as well.
