As much as I wish I could help out here, Game Masters generally cannot interfere with any master looter decisions. The only time we can get involved is if there were clearly stated loot rules that leave absolutely no room for interpretation stated at the beginning of the raid. Just saying something like MS>OS is not sufficient, as spec is subjective and can be changed at any time. There also has to be a statement saying whether or not high or low rolls win an item. Without clearly defined rules that have no wiggle room to be misinterpreted we cannot help out in these scenarios. This is why I personally only go into a PUG raid if the loot is set to personal.
All you have to do is have the raid leader(master looter) post the loot rules, take SS of this. When an item comes up that he doesn't allow it to be rolled, SS again. report this player to a GM and they will remove all the items this raid leader took. you might not get the item he 'ninja' but he will not get to keep it either. HOWEVER, if he links the item to roll and just doesn't give it to the winner, not much can be done in that chase.
I know this works 100%, i've done it for a few pugs i've been in where the master looter ninja mythic WF+socket items from Kargath. They had the items removed and were suspended for 24-72 hours.
