When I try to bind my action bar it puts alt in front of whatever key I was trying to bind
For ex: If I want one of my ability's to bind to the key R key, I press R and it puts it as Alt - R
This has never happened to me before

Perhaps checking to make sure your alt keys aren't stuck down ( sticky keyboards and all)
