I am looking for an addon that allows me to leave notes/tags under players names. Example: negative note about someone who I had a bad experience with and wouldn't like to group with again

I know I could just ignore them, but I also want the ability to leave positive notes

You can do that with your current ui on friends list but not the ignore list. And you are always able to just use a pen and paper so you can have thousands of people to bitch about or praise.

So there isn't an addon that does this or you do not know?

I dont use addons as I dont see the need for them because I have played the game long enough. I know there was an extended ignore list addon but not sure of the complete details of it. The curse site usually has a large range of addons that people use so try checking there.
