is it 100% per difficulty on each character or each difficulty account wide?

pretty sure its 100% on each character, unless i was lucky and got 3 heirlooms on 3 chars same week

Either rngsus is smiling on me or this is true, ive got a wep off each difficulty on the same toon.

Its a bummer you cant de the boas, ive got like 8 caster staffs now

They wont drop after the expansion but you keep the ones you already have.
