Arms does consistently high dmg but is boring as fuck to play. Fury is slightly more involved and will still do comparable DPS, albeit not as high as arms.
If you feel like playing outside the box protection warriors with lvl 100 talent for gladiator stance are amazing DPS with appropriate gear.
TLDR: Pick whatever you want, do you want to wiel a 2H (Arms), Dual Wield (Fury), Sword Board (Protection/Gladiator)
