They see it as something that would take away from the newest expansion and would over all split up there user base. The retail servers are already hurting, few reach a high population on a daily basis, most are dead or barely squeaking by. If they released a vanilla wow option right now, those numbers would drop even more and the people who continue to play on those servers would hurt because of it and complain. Thats why they don't want to create a vanilla server, not because its too expensive or is too difficult. They don't see it benefiting their current subscriber base.
While I understand where they are coming from, I think it would benefit them as long as they kept some sort of stipulations in order to access the vanilla servers that would benefit them financially as well as keeping the "player base" in the same boat. Stuff like requiring the latest expansion in order to play on the vanilla/progressive servers. The game gets extremely boring in its current state, and I don't think blizzard realizes why people are leaving, there is no more chase or uncharted territory. The old days were fun because there were bosses that no one cleared for weeks, there were raids they were released before the last one was completed. There was always a carrot on a stick keeping you enticed and moving forward, and every step of the way you had something to show for it. Now days gear means nothing, defeating a boss is not an accomplishment unless its done on mythic and even then no one really cares because they have dumbed down versions of the same equipment in normals or raid finder.
