I leveled with BM and then I moved to MM when I hit end game. I think that is pretty much the consistent route that most hunters are taking. Yes I do believe survival is the highest stand still DPS but MM is supposed to take the top spot in raiding.

Being ahead on eye on a hunter is not hard, it's a very mobility fight, hunters can do all mechanics without losing any dps at all.
