i was camping PF... boom all servers offline

I can't log in, "Player Not Found" yet my buddy next to me is online in Undercity and there's like only 2 people in the entire area.

since server went down, decided to check alts on other servers, and can't even log on them

sigh

It has become apparent that you are infact a moron.

I never argued about anything, and I provided adequate information about my reason for posting or inquiring of information.

Why does this information matter to you if you don't play?
I have reported ninja looters myself and the GMs have responded.

It works like any other report... If enough people report the same person for the same thing something is done, i.e looted item deleted and suspended.

I've Actually Accidently Duped an item before

about 4 weeks ago I was having trouble finding my BoA's that i had for a Rogue and hunter. Spent 4hours going through each character and there bags and banks to find em (45 characters). and i submitted a ticket to blizzard.

While i was on the phone with them I found the items and the Gm Saw them to start being Deleted (I was withdrawing them from mailbox) and The GM Actuall Sent me my Heriloom that she thought were being deleted back to the Character they were sent from.

With the Enchants and Whala i duped my Boa"s so now i have 4 Daggers 2 Bows 2 Guns and 4 Swords.

That's not really duping though, of course the GMs can put stuff into the game. Like in Naxx with the aura that legit 1 shot everything.
This is just a case of a GM making a careless mistake.
