You realize ilvl is a representation of the stat values an item is allowed to have? IE the same item at a higher ilvl will always have more stats...

edit: @ OP best answer just sim the two items on your char, like someone linked it can be incredibly hard to give an exact valued number to skills relics give relative to ilvl. Hoping Blizz addresses this in 7.1.5 when they make secondary stats cleaner between ilvls but we'll see lol.

+4 ilvl on weapon is better than any trait
+2 ilvl you want to look at the trait it gives

^ for pvp, yes because socketted traits are removed in pvp. Otherwise it depends.
