Is there a cap of how many obliterate upgraded items you can wear at the same time? Just like in Wod when you were only able to equip 3.

not that I know of, I've seen people with like 10+ so I assume you'd be able to be fully decked out

Definitely not mining for Bloods, the proc rate is ridiculously low (I think it's actually bugged as are the rank 3 upgrades); my herbalist is averaging about 1/30 nodes, miner about 1/10000000000000 nodes. Can't speak to skinning.

Edit: and they removed the crafted item cap in Legion for Legion crafted items (what I mean is you can still only use 3 crafted WoD pieces for leveling).

awesome, this is great info. Could you estimate how many you got while lvling from 100-110 then?
