Ferf leveled my toon for me and when I took back control of my account world quests were not even unlocked. It took a bit more questing to get the rep required to unlock them so I can see how someone doing level jobs might not know what something looks like in new content. 100% vouch his level job. I could care less if he has expert knowledge on the content as long the leveling was complete.
