Only 110 and can literally drop from ANYTHING. Obv the drop rate is higher from mythics heroics emissary ETC but still I have Guildiessss get em off random mobs in the world.

I read somewhere from a blue post that you could get at any level, but won't be usable until 110.

That's probably true but given how likely it is to find a legendary you will almost certainly be level 110 before you find one.

Be a passive super casual player. They're more likely to get them than us who actually play
