thats odd, i got it on my 660 alt on the 3rd day(?) after it was available

missions and your character are separated , you need one follower at ilvl 675 to open these missions doesn't matter you character level and ilvl , so technically you can have an alt level 91 and if he has at least one follower at ilvl 675 that mission can pop up

You can say that all you want, but most of us have experienced it differently, All of my toons with item lvl 675+ get these missions, the ones under 675 do not, and I have nearly maxed out followers on all 11 of my toons.
