This might not address your issue, but they did explain how the new system drastically reduces how gear imbalance affects pvp. Rather than a full bis geared person stomping a low gear, they said that gear makes only a miniscule difference. Your real pvp power lies in your honor level (1-50).

This might not end up affecting low levels at all or not so much, its way too early to speculate. But they did voice a desire to basically remove gear imbalance from competitive pvp.

You unlock more and more, giving you more options as you PvP more.
Abolish Magic - Dispel all magic every 2 sec for 6 sec. Replaces Dispel Magic. 20 sec cooldown.

I liked the PvP ranks but the Artifact thing is so stupid. Everyone will be arround with the same weapons, weapons supposed to be super hardcore to get.

I was thinking the same thing.

I wonder, though, if you will only be to get 1 artifact for your char meaning people have to collect normal weps for their offspecs. If that's the case, then realistically only half the people will be running around with the same weps. Still way too many people with the same thing. But not as bad as the 100% it would be if you artifact changes when you change specs.
