its probably a UI bug, if you want go to:

https://us.battle.net/support/en/help/ (eu.battle.net if you're not US)

click on world of warcraft

account management and then other account management



then u should be able to talk to live support about this issue

It allows you to log into any character under level 20 as a "Starter" character and my bank alt was level 1, so I logged into him. When I went back to the character selection screen it let me renew with gold.
