I played around with it while grinding out a pvp set in BGs and not once saw another using it, odd. It is usable in BGs AND in combat AND does not drop the flag, I'm pretty sure this will be changed soon, lol.

rofl i figured this out way before anyone else, i was doing this in WSG the first day the feather came out
