Actually, it's even better. All of them normalize at level 91. Once you hit level 91 a flex BOA (or "normal" now) will be the same ilvl as a Mythic BOA

you can go to wowhead and adjust lvl of boa and mystic one is better

Its also nice having a weapon that will be enchanted and gemmed while you are leveling, and will most likely be better than all greens and blues you get from quests or dungeons.
