But I wouldn't really call it an exploit. When Blizzard put layering in the game, they knew full well that the downside would be that the desirable world content (nodes, rares, farm spots) would be accessed by players at a higher rate. There's going to be 5 times more hunters with Broken Tooth now than there would have been without layering. Blizzard was aware of this and decided that the upsides of layering outweighed the downsides. Without layering, it would have been impossible to do quests and this bad experience would scare players off the game at a much higher rate than the people who are mad that someone they can't see is AoEing Felstone Field 5 times in a row.
In fact, what some call "exploiting layering" I would actually say is a good thing. Players intentionally joining groups to spread themselves out just ensures that the layer mechanic is being used to the maximum potential needed. If Lost Rigger Cove is camped hard enough that you can't get anything done, then you are going to ask for a new layer. But if you are over at Dunemaul Compound and there is only one other player there, then you probably aren't going to bother trying a new layer. In this way, player psychology actually helps smooth out the game experience.
All that being said, the problem of layering in instances is a completely different situation. There is no real "upside" because there was no competition for those spawns in the first place. All you get is the downside of faster farming. That's why the instance layers need to go. It's also why the overworld layers will need to go eventually (sooner rather than later, hopefully)
there is no reason for layering to exist passed level 30 really, I understand how it can delay people in super populated zones like the barrens, but it isn't needed for people above lvl 30 imo
