Atm I don't see many world quests offering gear
and when i do dungeons, i rarely get any gear.... should be 1 piece for everyone every boss drop, kinda stupid how things are....
and arena rarely drops gear as well....

(this is for a new char, enhance sham, just hit 110 recently) my gear is like 775

If you have the World quest open, just do everything... pay someone for mythic+++ if you are rich enough, or simply pay 200k gold for a EN HC full rush with ML

I suggest to reroll orc for the extra 10% dps

Buy crafted gear & upgrade it
wait for world quest + dungeons
buy carrys for mythic + or raid
get a crafting profession and make your own gear

Just do WQ for upgrades
Farm heroics
Then mythics easy 830 in a day or 2

I have 5 days played at 110 and im 860. That's less than a month of gaming. And I have only done like 6-7 mythic dungeons. Cleared EN normal/lfr twice.
