Why does putting a ber rune into an upgraded hoz increase the req level from 68 to 70?

req level for upgraded hoz clean 1os is 68

adding ber makes it level 70

req level for ber is 63

why is this?

seems like a matter of calculation order:
apparently the level req of the basic item is first set to 63 bc of Ber, then the upgrade increases the level req by the usual +7
never spent a thought on it, but on the other hand there are a lot of weird calculations in this game

upping is always +5 (norm to exc) or +7 (exc to elite) from the highest lvlreq of any source

You add the numbers together then divide by 4x2+22x2-22 in this order.
