FALSE, same chance in all diffs, on all char lvls, etc. only thing that matters is the item.

set/unique/rare = 100% chance to get 1 socket

white item = 100% chance to get max sockets for it's ilvl (so like crystal sword found in a2 norm = 3 os, crystal sword found in a5 hell = 6 os)

magic item = 50% chance to get 1 os, 50% chance to get 2 os

Rares and uniques get 1ks always unless they seedy have one then they get none
