also, can Grand Charms from COWs roll 45 life skillers?

i think if it has 41 or more life it's "baal" gc ... if you buying baal grand charm "without proof" there's no way how to tell item lvl on bnet legit way

I think u can't get baal gc from cows unless it's terror zone and high lvl char

Tz drops can also be considered "baal" now so yeah if your char lvl is enough they can roll 41+ from tz cows

what the minimum char level?

char lvl doesn't matter if u rerolling magic grand charms

only thing matters is itemlvl of the grand charm
